Rafsanjani in an speech in the Book Week ceremony said, All writers, researchers should feel secure in society. in order that they would be able to write without any tension, IRNA said.

In his address at the commencement ceremony marking the third book week of the Islamic Republic of Iran, he called on the Ministry of Culture and Islamic Guidance, as well as all institutions and organizations involved in the printing and publishing of books, to avoid being narrow-minded and refrain from exerting illogical pressure on authors and researchers. Talking before hundreds of Iranian authors, writers and publishers, he added that every society has its own principles and its authors should comply with them carefully. If there be no narrow-minded ness, then we can take more advantage from the work of our researchers, he said noting that a narrow viewpoint can discourage authors from writing. "We should not expect that a writer complies with our desires and tastes and in case a book is written only in compliance with what we want, then it is better that no book is written at all," he remarked. Rafsanjani who I also the head of the Supreme Council of Cultural Revolution, underscored that we should provide an atmosphere wherein the exchange of views and opinion can give rise to more educated and wider people. He added that there is no pressure in Islam to impose an idea.

Amnesty International: Urgent action appeal on followers of Ayatollah Shirazi

Salam doostan,
I received an urgent action appeal from Amnesty international on Monday. It is about following persons:

AI said:

"The whereabouts of at least 18 followers of Grand Ayatollah Shirazi, a senior Iranian religious figure, who have been arrested in recent weeks, remain unknown. Amnesty international fears that they may be at risk of torture or ill-treatment in incommunicado detention, and is concerned that may be held solely on account of their association with Grand Ayatollah Shirazi, and as such would be prisoners of conscience.

The first 10 men named above are all prominent religious figures or businessmen, who are known to be closed to Grand Ayatollah Shirazi, who has opposed certain politics of the Iranian Government. They where all reportedly arrested without arrest warranted by members of the security police forces on the night of 11 November 1995 from their home in Qom and Tehran.

Some of their relatives were also reportedly beaten during the arrests. The wife of Sheikh Muhammad al-Saffar reportedly had her hand broken, and the young son of Sheikh Muhammad Ali Ma'ash reportedly received an eye injury from a gun butt. Both were said to have received hospital treatments.

The following day, 12 November, security forces reportedly raided the Imam Hussein religious school in Qom, arresting approximately 120 students. Most were released several hours later, but seven remains detained, their whereabouts unknown.

On 21 November, Seyed Morteza Shirazi, the second sun of Grand Ayatollah Shirazi, was arrested in Qom. His whereabouts are also unknown."

Then it gives this as a background:

"There has been pattern of arrest and detention of followers of Iranian religious figures opposed to government politics. During 1994, a number of followers of Grand Ayatollah Shirazi were arrested including Sheikh Makki Akhon, who was also allegedly severely beaten.

In addition at least nine followers of Grand Ayatollah Hussein Ali Montazeri were reportedly arrested in October 1994, after he had publicly criticized the authorities in an open letter. Five of his followers were also arrested in 1993.

In July and August 1995, Javad Rouhani, the son of Grand Ayatollah Sadeq Rouhani, and at least 25 of his supporters were arrested after Grand Ayatollah Rouhani had written a critical open letter to President Hashemi Rafsanjani which included a complain that he had been held under house arrest for more than 10 years (see UA 221/95, MDE 13/15/95, 15 September 1995 and follow up, MDE 13/16/95, 28 September)

Torture and ill-treatment of detainees, particularly of people, either known, or believed, to be opposed to the government, remains widespread in Iran. Iran is a state party to International Covenant on Civil and Political Rights"

Then it recommends everyone to write telegram/fax/express/airmail letters to some Iranian authorities.

Regards,
Farhad A.

Amnesty International: Urgent action appeal on death sentence of Rahman Rajabi

UA 259/95 Death Penalty 22 November 1995

Iran Rahman Rajabi, aged 28

Amnesty International fears that Rahman Rajabi may be at risk of imminent execution. He is reportedly a former member of the Kurdish Democratic Party of Iran (KDPI), a Kurdish group engaged in armed opposition to the Iranian Government.

Rahman Rajabi, from Naqadeh in North Western Iran, is married with one child. He was reportedly arrested in July 1995, and later sentenced to death, possibly in October. The exact charges are unknown, but are believed to relate to membership of the KDPI. It is not clear if he has appeals to the Supreme Court against his conviction and sentence. He is reportedly held in Darya Prison in Oromieh.

Background Information

Seven members of the KDPI were reportedly executed in September 1995. Sahabaddin Taheri; Sannar Taheri; Timur Ibrahimi; Mohammad Amin; and two men identified only as Avaz and Rahim where said to have been executed by firing squad in Oromieh Prison, after approximately one year in detention. The seventh, Rashid Abu Bakri, was later hanged, also in Oromieh Prison. All were reportedly convicted reportedly of membership of, an collaborating with, the KDPI. Two other political prisoners, Assad Akhavan and a man identified as Sadeghi, were also reportedly executed in September, after several years' in prison. Amnesty International has no information as to the legal process followed in these nine cases.

Amnesty International oppose the use of the death penalty in all cases as a violation of the right to life and the right not to be subjected to cruel, inhuman, and degrading treatment or punishment, as a proclaimed in the Universal Declaration of Human Rights. The organization is seriously concerned about the continuing high number of executions in Iran, both for political and other offenses, including drug and sexual offenses. For example, in November, Mehdi Barzandeh, a Dervish mystic, was reported to have been stoned to death for adultery and sodomy in Hamadan.
