faezeh hashemi stressed that keeping silent and being reluctant
to deal with the issue under the pretext of preserving national
interest, is a treacherous thought against the nation, country and
national interests.
she stressed that karbschi's detention is a blow on kargozaran-e
sazandegi (servants of construction), democracy and political-cultural
development of the country.
however, she said in conclusion, ''i do not reject charges
levelled against the municipality but i object to the manner mr.
karbaschi is treated.''
morteza nabavi, another deputy from tehran, said the detention of
any officials should be approached with due attention for law, adding
that the judiciary should receive all-out support for its probe into
cases of economic and financial misappropriations.
nabavi who is head of the economy and finance commission of the
majlis stated that when people see that the judiciary investigates the
case of an offender irrespective of his position or factional
affiliation, they will be further convinced that public wealth is
protected.
another majlis deputy from boein zahra and avaj, gholamabbas
aqa-alikhani, said that detention of the mayor with no prior knowledge
of the government is ''highly sensitive with negative consequences.''
he opined that so far treatment given to the officials of
tehran municipality has exceeded the judicial norms, adding that
these developments have damaged interests of the system and the
people.

terhan mayor's trial to start in 20 days
tehran, april 6, irna -- the case of tehran mayor gholamhussein
karbaschi, in custody on embezzlement charges, in three weeks
time would go to branch 26 of the special court for looking into
violations by government employees, reported the farsi daily 'iran'
in its monday issue.
according to the report, the decision to transfer the case out of
general courts was made after the detention of the mayor.
karbashi would be tried with gholamreza qobeh, the deputy mayor in
charge of administrative and financial affairs. qobeh was taken into
custody prior to the mayor's detention.
no decision has been made on whether the trial would be open to
the public, added the report.
commenting on the case, the head of the speacial courts
hojatoleslam mohseni stressed that tehran justice department would
look into the charges against karbaschi free from any political
biases.
mohseni added that the evidence and informaiton obtained from some
of the accused served as the basis to bring the charges against the
mayor himself.
mohseni did not rule out the removal of the visit ban for
karbaschi, the decision he said would be made by the judge in charge
of the case.
the official acknowledged the valuable services rendered by
karbaschi during his term as tehran mayor. however, he added, such
services does not exempt a person from prosecution for charges
brought up against him.

tehran, april 6, irna -- the english-language 'iran daily' monday
commented on arrest of tehran mayor gholamhussein karbaschi saying
this unfolding episode cuts to the core at one stroke, a major
contradiction plaguing iranian national life.
the mayor is being investigated on embezzlement charges and
given the enormous volume of work he has accomplished over the past
eight years, it comes as no surprise that a hefty file of supposed
misappropriations has been accumulated, added the editorial.
the undertaking of large-scale public works is a source of
corrupt practices worldwide, it said asking, but is karbaschi to
blame?
terming the mayor's achievements in the past few years as
enormous, it said that if public perception understood this as a
straightforward judicial proceeding and the issue simply one of
investigating alleged illegality, the case would not be so explosive.
''one of the most incendiary elements in the whole affair however,
is provided by the judiciary itself and touches on the widespread
speculation that the mayor is being tried for his politics, a charge
that he himself has made. and here is where an immense contradiction
of basic principle raises its head.''
judiciary head ayatollah mohammad yazdi happens to have been a
major supporter of the faction that lost last may's presidential
election, it said adding, that involvement compromised the office he
holds, as it is a universal norm that a nation's highest judicial
authority is, disassociated from partisan politics.
''now we have a situation wherein irregardless of how strong the
evidentiary situation is against the mayor, the well-known partisan
political view of the chief justice has already undercut the
perceived ability of the judiciary to render an impartial verdict.''
in addition, the article wrote, just as the mayor is open to the
charges leveled against him, the judiciary itself is ripe for an
investigation.
if speed, efficiency and transparency of process are viewed as
essential to the judicial process, then the present system is sorely
eficient and in need of sweeping changes, it noted.
underlining the need for investigating the mayor, the daily
said that at the same time, very valid questions arise as to the
motives of his interrogators.
instead of a clear-cut judicial proceeding into the enormously
important question of embezzlement in high places, the nation is
being saddled with a legal proceeding that smacks of factional
politics, it said concluding that the cause of justice and the
country deserves better.

majlis deputies comment on tehran mayor's detention
tehran, april 6, irna -- detention on saturday of mayor of tehran
gholamhussein karbaschi has met with mixed reaction in the society,
especially among political groups and personalities.
in order to get the opinion of lawmakers on the issue, irna has
interviewed a number of majlis deputies both from tehran and other
constituencies.
tehran deputy hassan ghafouri-fard opined that karbaschi's
detention is related to the judiciary and has no political overtone.
''in my opinion, the detention has no political side to it. it is not
in the interest of the country to interpret as politically-motivated
any single event that does not satisfy certain people,'' he said.
however, he stressed that the judiciary should immediately
provide the public with the necessary explanation.
asked whether karbaschi's detention will create tension among
political factions, he said: ''i don't think so because political
groups are wise enough to avoid tension.''
on the impact of tehran mayor's detention on the state management,
ghafouri-fard remarked, ''i am not denying services rendered by
the tehran mayor. but, standing against violations of tehran
municipality will make other managers to respect the law while
increasing their services.''
mohammad baqer mousavi jahan-abad, deputy from yasouj, said that
the mayor's detention is a move which weakens the government. at this
crucial juncture that the government needs cooperation of all
institutions, people consider detention of the mayor as a move to
weaken the new administration.
he said that karbaschi has been taken into detention on charges
of misappropriation while he is one of the most competent and
committed managers of the country.
mohammad reza bahonar, tehran's deputy, said that according to
the constitution all citizens are equal before the law, adding that
the islamic republic should promote the policy under which those with
good performance get promoted and the offenders are brought to
justice.
he said that the charges against the tehran mayor should be
investigated away from any poliltical influence.
referring to certain claims that the arrest is connected with the
may 23rd elections, he said that if this happens to be the case its
importance will be doubled. this is because, if a person is found to
misuse his authority to influence the elections, he has undoubtedly
committed an even greater offence, he said.
the outcome of the case, whatever it may be, will be beneficial
to the system. if the accused is acquitted, many ambiguities will be
removed. if, god forbid, he is found guilty, the system will be proud
that its officials are punished if they happen to violate laws,

tehran, april 6, irna -- the english daily 'tehran times' on monday
termed the protest over detention of gholamhussein karbaschi as one
of the crystal clear examples of moves aimed at dividing the nation
for no sound reason.
the editorial, welcomed difference of opinions but said the
question is if the protestors are trying to say ''country' judicial
system is not fair and or is biased against this or that faction.''
it pointed out that the sort of protest related to karbaschi,
which has been projected by the mass media during the last two days
will definitely create very many doubts about the judiciary and the
law enforcement forces.
the paper reminded the protestors that the iranian judiciary is
based on the islamic principles and it will never allow any
injustice.
''we should show patience and wait to see the final step to be

tehran, april 6, irna -- the case of tehran mayor, gholamhussein
karbaschi has received major coverage by newspapers in tehran today.
a prominent morning farsi daily 'jomhuri eslami' covered the issue
in its editorial, expressing dismay at what it called factional
approaches by various political groups to the issue.
the editorial titled 'there was a better approach', stresses
the importance of properly dealing with any illegitimate accumulation
of wealth based on principles deeply rooted in the constitution.
the principles mandates dealing with cases of misappropriation of
public funds heedless of the status of the culprits in the country.
such approach, it added, elevates the prestige of the islamic
government and actually ensures economic discipline in the country.
however, the editorial added, the improper execution of the laws
can have its negative consequences.
cautioning against a selective approach to any financial
violations in the country by the judiciary, the paper says such an
approach would strengthen the belief on part of some that factional
interests have played a role in the moves by the judiciary.
jomhuri raises questions such as why the municipality issue has
been raised suddenly after the may 23 presidential elections while
the terms of the major officials of the municipality go back as long
as eight years.
on the other hand, it adds, people have to be cautious of those
wanting to muddy the waters and present the case against tehran mayor
as an offense against the president himself.
the daily calls on both sides of the issue to refrain from
divisive moves which can be used by the country's enemies seeking to
use any controversy in the country to reach their illegitimate
objectives.
''we all need to take note of the fact that we have many enemies
which do not root for any of the sides but rather look for tensions
in the country.
''our society today has little capacity to deal with (internal)
tensions and thus it's incumbant upon us to show self-restraint and
demand that all factions respect the good of the nation.
''the judiciary, on the other hand, should behave fairly and
through clearing up any ambiguities involved in the case, leave no
room for enemies' abuses,'' jomhuri concluded.

shahr-e rey, tehran prov., april 6, irna -- a district mayor in
tehran said sunday evening that the detention of tehran mayor,
gholamhussein karbaschi, will have no effect on routine activities
and function of the municipality.
m. ahmadi khomenei, mayor of district 20 of tehran, speaking
to irna warned that those violating building codes and criteria will
be seriously confronted.
the mayor of the southern district of tehran added that in the
absence of karbaschi all municipality laws will be executed as
before.
he said that karbaschi, before his detentin on saturday,
had instructed all district mayors to carry on their routine duties
and see to it that all city services are provided and laws and

isfahan, april 6, irna -- leader of isfahan friday prayers, ayatollah
jalaleddin taheri here sunday evening referred to the detention of

motivated.''
ayatollah taheri told irna that conspicuously enough, the
municipality case was raised after the may 23 presidential elections.
this is in fact chastisement of the tehran mayor, he said adding,
they started with district mayors and now it is karbaschi's turn.
taheri said that karbaschi had asked him to tell the isfahanis and
his friends that he is not guilty.
referring to the detention as a ''move making the enemy happy,''
taheri added ''if we love the imam and the leader we must not do
things which will provide the enemy with any pretexts.''
he termed karbaschi's performance as praiseworthy and effective
in the capacity of isfahan governorgeneral and tehran mayor.
former president akbar hashemi rafsanjani praised karbaschi
several times for his competence and good management skills and for
this very reason invited him to become a permanent attendee at the
cabinet sessions.
as a result of the city's progress under karbaschi, plans to
move the capital from tehran were shelved once and for all, he added.
ayatollah taheri said that karbaschi's valuable services have
always been praised by president mohammad khatami as well.
pointing out that karbaschi had a ''clean and spotless record'' in
isfahan, taheri added ''i am surprised. i have no explanation for
the statements of the judge unless you say karbaschi's nature has

iranian cabinet struck with dismay at mayor's arrest
tehran, april 6, irna -- the iranian cabinet in their sunday night
meeting here expressed shock with the arrest of tehran's mayor
karbaschi.
government spokesman ataollah mohajerani said sunday night that
the only item figuring in the agenda for the meeting of the cabinet
was the arrest and detention of tehran's mayor for which almost every
member of the cabinet was shocked.
he said a number of jurists who were present in the meeting of
the cabinet expressed disbelief at the legal grounds for the
detention of karbaschi. he added that the administration needs
executives able to freely maneuver in the performance of their
tasks, and believes also that karbaschi's detention would adversely
affect the efficiency and self-confidence of other government
executives in the future.
he said the administration cannot tolerate any defiance of laws
or violations of any kind by any person but, he added, if things
should be allowed to go ahead in a manner so as to discourage any
potential incumbent from assuming executive responsibility, then the
situation would harm the nation as a whole.
the spokesman of the cabinet referred to the warrant of arrest
for tehran mayor saying it had been issued by a judge who is simply
too young, and observed that the content of the warrant in part
betrays also the inexperience of the judge that issued it.
he commented that the administration looks forward to seeing the
iranian judiciary being as proud as ever before, and also maintains
that the judiciary must be more legally-minded and constitutionally

hojatoleslam mohseni said here today that the arrest and detention
of tehran's mayor gholamhossein karbaschi is not a politically
motivated act.
he said in an interview with the national iranian television
network sunday that the mayor of tehran now faces certain charges
including misappropriation for which he is now being detained.
he added that the tribunal's issuing the arrest warrant for
karbaschi was consistent with the laws presently in effect in iran.
the head of the administrative tribunal admitted the value of
municipal services the mayor of tehran has rendered since his taking
office but added that nonetheless no public official facing any
reasonable charges against him will be immune from prosecution.
he promised that tehran justice department would hear the case

Russia wins World Cup, after edging USA 16-15 in the final dual meet

SESSION THREE, 1998 WORLD CUP OF FREESTYLE WRESTLING

With the outcome not determined until the final match of the tournament,
Russia edged the United States in the last dual meet, 16-15, to claim the
team title at the 1998 Freestyle World Cup, held at Gallagher-Iba Arena in
Stillwater, Okla., April 5.

The U.S. led 15-13 going into the final match, where Andrei Shumilin
defeated Tom Erikson (Stillwater, Okla./Sunkist Kids), by referee’s
decision, 1-0 in overtime at 286 pounds. The win gave Russia a 16-15 win in
the dual meet.

Erikson, who had injured his head severely in his morning match against
Japan, gave a gutsy performance against Shumilin, the 1993 World bronze
medalist, but was unable to score during the bout.

Russia’s win knotted up the team race, with three teams tied with 4-1
records: Russia, the United States and Iran. The first tie-breaking
procedure is total team points scored in the tournament. Both Russia and the
USA had 101 team points, and Iran had 92 points.

The next tiebreaker was most falls, and Russia was awarded the team title
over the United States on the basis of more falls during the entire
competition.

The final dual meet was exciting, with many lead changes. Russia won the
first two matches, with victories from Leonid Chuchunov at 119 pounds and
Chamil Umakhanov at 127.75 pounds.

Cary Kolat (Lock Haven, Pa./Dave Schultz WC) ignited the U.S. team with a
dominant 11-0 technical fall over Andrei Yakovlev at 138.75 pounds.

Lincoln McIlravy (Iowa City, Iowa/Gateway 2000 WC) continued the comeback
with a sudden pin over Teymuraz Oroussov at 3:50.

Dan St. John (Tulsa, Okla./Sunkist Kids) scored an impressive
come-from-behind win over Alexei Kasiev, 3-2 in 6:34. Kasiev led 2-0 at the
end of regulation, but had not scored the required three points. St. John
scored three takedowns in the overtime for the win.

A key match for Russia came at 187.25 pounds, where Alexei Krupniakov upset
1997 World Champion Les Gutches (Corvallis, Ore./Sunkist Kids), 4-2. Gutches
led 2-0, but with a minute left, Krupniakov hit a three-point hip toss to
take an insurmountable lead.

1997 World Champion Kouramagomed Kouramagomedov of Russia followed with a
clutch 6-3 win over J.J. McGrew (Stillwater, Okla./Sunkist Kids) to set up
the deciding match at super heavyweight.

Russia came back strong after a dramatic 16-13 loss to Iran earlier in the
session. Iran won five of the eight matches. However, since the USA had
beaten Iran on Saturday evening, the team race would not be determined until
the final USA vs. Russia match.

The U.S. won its first match of the day, thrashing Japan 29-1, and winning
all eight bouts handily.

Based upon the other dual matches, Cuba placed fourth with a 2-4 record,
Germany was fifth with a 1-4 record and Japan was sixth with a 0-5 record.

Two U.S. wrestlers claimed individual gold medals: Kolat and McIlravy. Kolat
had a 4-1 record in the tournament, and earned the gold with his win over
the Russian opponent in the last match. McIlravy won all five of his matches
to claim the title.

Winning silver medals for the USA were Sam Henson (Norman, Okla./Sunkist
Kids) at 119 pounds, St. John and Erikson. Winning bronze medals for the USA
were Tony Purler (Norman, Okla.) at 127.75 pounds and Gutches. McGrew placed
fourth in his weight.

Iran had three individual champions: Bahman Tayebi at 119 pounds, Ali Reza
Dabier at 127.75 pounds and Abbas Jadidi at 213.75 pounds. Other champions
were Alexander Leipold of Germany at 167.5 pounds, Yoel Romero of Cuba at
187.25 pounds and Andrei Shumilin of Russia at 286 pounds.

TEHRAN, April 5 (Reuters) - Iran's foreign ministry spokesman said on Sunday
a team of Iranian wrestlers had been mistreated by U.S. immigration
officials, which showed there had been no improvement in bilateral ties.

``The behaviour of the U.S. immigration office indicated a lack of a shift
in the U.S. policy towards Iran,'' spokesman Mahmoud Mohammadi said in
comments carried by the official IRNA news agency.

The 12 freestyle wrestlers, three coaches and six other members of the
Iranian team said on Saturday they were fingerprinted and photographed when
they arrived at Chicago's O'Hare International Airport last week.

Team coach Amir Khaden said immigration officials at O'Hare had been ordered
to fingerprint and photograph the team members, but apologised once they had
done it.

``We did not deserve such treatment. We were not treated like the other
teams, we do not understand why we were treated like criminals,'' Khaden
said in an interview on Saturday.

The visit follows a groundbreaking trip to Iran by a U.S. team in February,
but Khaden said the reception received by his team was very different to
that given the Americans in Iran.

The U.S. visit to Tehran was the first by American athletes since Iran's
1979 revolution and the seizure of the U.S. Embassy in Tehran by Islamist
militants who held 52 Americans hostage for 444 days.

Washington broke diplomatic ties with Tehran during the crisis.

``With their kind hosting of the American athletes, the Iranians showed that
they are a model of friendship and hospitality towards their guests, even if
they are from the United States whose government is hostile to Iran,''
Mohammadi said.

He said the incident was an example of contradictions between U.S. words and
deeds.

The United States and Iranian officials have aimed to boost cultural,
scientific and sports exchanges as a way of improving relations.

The two national soccer teams are scheduled to meet at the World Cup
competition in France this summer.
